广东作为全国重要的制造业集聚地,产业体系完备、制造场景丰富,场内搬运作业是绝大多数制造企业生产链路中不可或缺的组成部分。“十四五”工业绿色发展规划落地以来,广东省围绕制造业低碳转型先后出台多份专项指引文件,明确将非道路移动机械的排放治理作为工业减碳的核心工作模块之一,针对场内常用的搬运设备升级给出了清晰的发展导向。

过去很长一段时间,燃油型搬运叉车是制造企业场内物料转运的主力设备,其运行过程中产生的颗粒物、挥发性有机物排放,是厂区无组织污染的重要来源之一。针对这一现状,省内生态环境主管部门首先完成了全省范围内非道路移动机械的信息摸排登记工作,在珠三角核心制造带划定并逐步扩大多个高排放非道路移动机械禁行区域,不符合最新排放要求的燃油叉车将无法在指定园区、厂区范围内投入使用,从监管层面倒逼制造企业加快高排放老旧搬运设备的淘汰节奏。

为降低制造企业的改造负担,省内各地市结合自身产业发展实际,陆续推出叉车电动化相关的配套激励政策。部分地市对主动淘汰高排放燃油叉车、合规采购电动搬运设备的制造企业,给予对应比例的购置补贴支持;同时多地将厂区搬运设备电动化率纳入绿色工厂、低碳示范企业的评审指标体系,引导规模以上制造企业率先完成场内搬运环节的电动化升级,形成可复制推广的低碳改造经验。

当前广东电子信息、先进装备、轻工制造、新能源等优势产业领域,叉车电动化的普及进度持续加快,不少省级产业园区也将场内搬运设备全电动化纳入园区绿色配套的建设标准,从园区准入端就明确相关低碳要求,从源头削减非道路移动机械的污染物排放,助力全省制造业稳步完成单位工业增加值碳排放的阶段性考核目标。后续相关部门还将持续完善配套基础设施布局,推动充换电网点在产业园区的广泛覆盖,进一步降低制造企业推进叉车电动化改造的综合成本,打通末端场内物流环节的减碳堵点,为全省工业领域平稳实现双碳阶段目标筑牢支撑。
